Participate on JHU/APL Business Area Teams to establish separate contracts with JHU/APL sponsors in support of Business Area goals and objectives. Build relationships and participate in briefings with potential sponsors who have expressed an interest in learning about contracting with JHU/APL. Provide information regarding workable methods of contracting with JHU/APL and learning about Government / Agency contracting processes and requirements.
Provide sponsors with information concerning options available and actions to be taken within agency procurement processes to establish new contracts. Provide information to the sponsors about JHU/APL which would be necessary in preparing Government documentation. Identify potential problem areas related to the contracts and develop strategies to address them. Provide expertise to the Business Area Team members about Government contracting processes, regulations and JHU/APL guidelines and practices. These guidelines include limitations and restrictions related to influencing Government officials in the awarding of contracts, grants or other funding instruments to JHU/APL and the implications of operating as a University Affiliated Research Center (UARC). Acquire and maintain an understanding and document the various sponsor contracting processes. Build relationships with Government peers. Provide JHU/APL Contract Administrators with sponsor contacts and facilitate the introduction of administrators with Laboratory counterparts. Coordinate with JHU/APL Management and Contracts Administrators to review and maintain an ongoing knowledge of APL¿s core mission and programs. Provide input to the BAEs in developing the Business Area Plans. Help establish JHU/APL negotiation positions and strategies.

Requirements |
Required: B.S. Degree in Business or related field or equivalent years of professional work experience. 10+ years of professional level experience in Contracts Administration. Working knowledge of a broad range of business/management and business development disciplines. Working knowledge of FAR, DoD and other FAR Supplements as well as Government acquisition policy and practices.
Highly motivated self-starter capable of working independently in a dynamic work environment. Excellent problem solving and communication skills, including proven effective writing skills, negotiation skills, and relationship building skills. Must be eligible for DOD clearance requiring background investigation and/or polygraph examination.
Desired: 5+ years of relevant professional level experience in Business Development or Program Management. 5 + years of experience working for a Federal Government Contractor, preferably a University Affiliated Research Center or Federally Funded Research and Development Center.
